Steve is the Managing Director of TPHS Ltd and a Chartered Transport Planner. He has advised clients on transport and highways issues for over 25 years, and has a very broad understanding and experience of all Transport and Highways issues.

Steve is particularly skilled in getting to understand his clients’ objectives and then formulating bespoke and successful transport studies & strategies to successfully meet those objectives. Implementation skills then include negotiating with various highway authorities, including Highways England & TfL, and articulating development proposals to public bodies, at presentations and public meetings etc.

He is also an Expert Witness with significant experience of presenting Evidence successfully at numerous Public Inquiries, hearings and at the High Court.

Steve is a keen sportsman with a passion for rugby, both as a fan and former player, and an obsession with golf. He is a member at The Richmond Golf Club, where a little mixing business with pleasure occasionally happens, and is also a member of MASHIE Golf along with the PIGS and VAGS golf societies.

Steve enjoys relaxing with his family, which has recently expanded to include a pet Labrador to keep them on their toes. He and his wife enjoy music and West End shows and through his daughter, an avid ballet dancer, has had his eyes opened to the ballet world – not only as a taxi service but also to enjoying performances at Covent Garden and the Coliseum

Barrie Sheppard

Barrie is a Director at TPHS ltd and a Member of the Chartered Institution of Highways & Transportation (MCIHT). He has over 20 years’ experience advising clients through the various pre-planning, planning and post-planning stages of a development. Barrie provides advice to both private sector and public sector clients from initial feasibility studies through to representations at Public Inquiry including detailed design and on-site advice throughout the build.

Barrie is responsible for producing technical documentation on: Multi-modal Feasibility Studies, Transport Assessments, Travel Plans, Delivery & Servicing Management Plans and Construction Traffic Management Plans (CTMPs) to support planning applications, Proofs of Evidence and Hearing Statements and representations at Public Inquiry.

To stay abreast of this design-led work Barrie has in depth knowledge of various junction and network models including: Junctions 9, LINSIG, TRANSYT, VISSIM and SATURN

Outside of the office Barrie enjoys heading out on his bike as much as he can (although the flatter the route the better) and also visiting historical sites around the country.

Whilst admittedly not the sportiest, he enjoys watching the pros show us how it should be done particularly in athletics, football and rugby and has rediscovered the joy of lower league football following his home team Macclesfield Town FC.

At home Barrie enjoys listening to music and reading, with a particular interest in British and European History. He also enjoys a well-written, unpredictable crime novel

Rhys Phillips
Junior Transport Planner

Rhys joined TPHS in the Summer 2024 as in the role of junior transport planner. He is becoming involved in a number of projects and his day to day anctivities include site visits, CAD preparation, research into travels plans & assessments and data analysis.

Outside of work, Rhys plays football every Tuesday evening, enjoys exercising at the gym, and goes for a swim whenever he can.

Rhys has a collection of guitar, supports Chelsea and when it comes to rugby follows Wales.

Simon Russell
Marketing

Simon graduated in Physics and started his career in the oil industry, as a geophysicist, before moving into marketing in the mid 80s.  He held the role of director at a number of agencies and then founded RDM in 1997 specialising in commercial property

Simon is with TPHS as a non-executive director advising on marketing and strategy

Simon has a collection of various old motor vehicles in differing states of repair.  When not in London he enjoys time relaxing in his spiritual home of Somerset.

He is an avid fly fisher and keen golfer but has never been able to answer the question that whilst he can land a fly on a trout’s nose from a distance of twenty yards he can’t sink a six foot putt!

Carlo Maggio
Assistant Transport Planner

Carlo joined TPHS in the summer of 2019 following a number of years at Vodafone in the infrastructure department.

He is an enthusiastic team member and carries out a number of transport associated tasks including assessing the trip generation of developments, undertaking non car mode assessments, producing Travel Plans and undertaking junction assessments using Junctions 9 programme. A keen tennis player he can be found on the court or at his allotment when not working!!

David Mitchell
Transport Planner

Following a very successful career at the British Library, Dave joined TPHS in 2014 to assist the team. Dave has become a very valuable member of staff including producing TA, Travel Plans and TS documents for a range of clients. His expertise includes in depth analysis and understanding of trip generation and the application of Census and other local data to produce bespoke assessments for individual sites.

J C Clarke
Senior CAD Technician

JC oversees all TPHS CAD and drawing outputs and designs. With over 20 years experience in producing highway layouts and presentation materials he is integral to the business outputs.

 A keen gardener, when not designing car parking layouts and junction improvements, he can be found tending his many plants!

Howard Cardus
Principal Technical Engineer

Howard is a fellow of the Institute of Highway Engineers (FIHE) and a qualified marketeer (MA) based in Norwich and covers most of TPHS East England work

He has over 30 years property and construction industry experience most recently being a principal highways and transport consultant and expert witness.

His former local authority roles including project engineer, design manager & development management (development control) officer.

Balham Bowls Club Residential Development

TPHS were appointed by Balham Properties LLP to advise initially on the purchase and due diligence at the former bowling club and clubhouse. The main issues were access from a jointly owned access where improvements were necessary to achieve the access required. TPHS provided the client with a detailed options assessment and looked carefully into the legal ownership and access rights to the property and land to ensure that the access solution was sound and could not be challenged.

South Way Corridor Study, Wembley Park, London

TPHS were brought in to assess the highway works previously agreed as part of the former S106 Agreement along the South Way Corridor We advised the client on technical details as well as principles of design as the historic scheme felt like it was overdesign. TPHS produced a compliant S278 works design as well as a refocussed design to present to LB Brent. Major improvements were:- Removal of bus laybys from the scheme as no buses were now proposed to travel along this route Reduce scale of service lay-by as our study proved daily servicing demand could be accommodated in smaller facility Introduce controlled pedestrian crossing to reflect additional client aspirations for the area These changes were approved by LB Brent which saved the client significant time and money in terms of works costs and implementation of programme.

The Glebe, Chelsea

This project brought forward a very high-end exclusive residential development, but accessed via a constrained highway network. TPHS initially provided swept path analysis on the access to a three level underground car park, including assessing ramp gradients for range of exclusive specialist cars. Following this TPHS produced a detailed CTMP for construction access and timings of basement dig etc. This was then updated to reflect client / contractor changes of construction during build out process. TPHS  also provided assistance to the client during this build out phase by advising on and applying for TROs and changes / alterations to TTROs for temporary loading and waiting restrictions.

Port of Dover

TPHS have undertake a range of complex studies to assess a variety of development options and access strategies for the A20 corridor and integration with the existing Port operation. Development included capacity changes at Eastern Docks (Buffer Zone), modelling and highway design of the new DWDR logistics operation (including the new DCT) and intersection with the existing highway and additional development sites including later phases of DWDR. TPHS set up a VISSIM micro-simulation model with our approved sub consultants to test scenarios and impacts on the operation of the existing Port and A20 Trunk Road.
